April is Autism Awareness Month and new reports by the Centers for Disease Control (CDC) to be released as early as tomorrow are expected to show autism rates are on the rise.

Over two years ago, the Centers for Disease Control (CDC) reported alarming autism rates of one in every 110 births overall and one in 70 among boys, making it more common than childhood cancer, juvenile diabetes and pediatric AIDS combined. An estimated 1.5 million individuals in the U.S. and tens of millions worldwide are affected by autism.

What is Autism?

As described by Autism Speaks, the nation’s largest autism science and advocacy organization, autism spectrum disorder (ASD) and autism are both general terms for a group of complex disorders of brain development. These disorders are characterized, in varying degrees, by difficulties in social interaction, verbal and nonverbal communication and repetitive behaviors. They include autistic disorder, Rett syndrome, childhood disintegrative disorder, pervasive developmental disorder-not otherwise specified (PDD-NOS) and Asperger syndrome.

Autism appears to have its roots in very early brain development. However, the most obvious signs of autism and symptoms of autism tend to emerge in children between two and three years of age.

Autism in South Carolina

The Medical University of South Carolina, which participated in collecting data for the CDC study, indicates that prevalence statistics in South Carolina are in line with national averages. With growing rates of diagnoses year after year, services, support and resources for affected families are scarce. Lorri and Dan Unumb, Midlands parents of an 11-year-old, autistic son, Ryan, know this all too well.

In June 2007, joined by diligent parents, families and other concerned citizens, the Unumbs were instrumental in the passage of Ryan’s Law in South Carolina, legislation (named for the Unumbs’ son) that mandates insurance coverage for Applied Behavior Analysis (ABA) therapy for the treatment of Autism. The legislation, which became effective in 2008, requires insurance companies providing fully-funded policies to cover ABA therapy from the time of diagnosis until age 16, up to a maximum of $50,000 per year. Although certain restrictions in the legislation limit its applicability, it has made a tremendous difference for many South Carolinians now able to afford quality treatment.

Lorri Unumb, who is the Vice President for State Government Affairs for Autism Speaks, has helped pass similar legislation in 28 other states.

“I am grateful to the legislators in South Carolina who, in a bipartisan fashion, enacted real relief for families struggling with the costs of autism.  Ryan’s Law has served as a catalyst for autism insurance reform all across the country.  For the past several years, it has been my honor to work full-time with Autism Speaks in ensuring access to quality intervention for all children who need access to care.  These children can make remarkable improvement, many of them becoming indistinguishable from their peers and others making significant gains in quality of life and independence,” said Unumb.

An Answer for Autism in the Midlands

Although there is presently no cure for autism, with proper treatment, many individuals show radical improvement, like Ryan Unumb.

Ryan attends The Autism Academy of South Carolina (AASC), in northeast Columbia, where he receives intensive, individualized treatment using ABA therapy outlined in Ryan’s Law. Since Ryan started AASC last September, the Unumbs have witnessed his astounding progress, including learning to ride a bike, reading, communicating with an iPad, playing games with his peers, completing academic tasks independently and expressing himself through text.

“We know that customizing an intervention program to meet the needs of children like Ryan is the key to their improvement,” says AASC Director Matt Wood. “We work with every family to set individual development goals for their child, then record their daily progress towards reaching those goals. Daily communication between our staff and parents helps everyone work together to promote consistency between home and school.”

Wood said the center is seeing enormous gains in progress, with a year or more of individually projected developmental goals being accomplished in six months.

AASC offers a year-round program for individuals between the ages of three and 21 with a medical diagnosis of ASD. The center’s mission is to help those with autism acquire the abilities, skills and behaviors necessary to become fully capable members of their communities, ultimately able to prosper without the need for intensive intervention.

Raising Awareness about Autism

The first annual Blues in the Night Autism Awareness Gala will be held Saturday, April 28 at The Palmetto Club in downtown Columbia to raise awareness about Autism Spectrum Disorder. Sponsored by the Autism Academy of South Carolina (AASC), the event will honor South Carolinians who have made significant contributions to the autism community. This year, the gala recognizes seven legislators who stood up for autism families by creating the Pervasive Developmental Disabilities Medicaid Waiver and passing Ryan’s Law:

  • Representative Nathan Ballentine
  • Representative Kenny Bingham
  • Representative Skipper Perry (retired)
  • Senator Thomas Alexander
  • Senator Dick Elliott
  • Senator Joel Lourie
  • Senator David Thomas

For more information about attending or supporting the Gala or to learn more about AASC, please visit www.autismacademyofsc.com or call (803) 790-7997. Also join us on Facebook.

Passengers, flights on rise at Columbia airport

via thestate.com
Saturday, Mar. 17, 2012

Passenger traffic has climbed 5 percent in the past seven months at Columbia Metropolitan Airport as airlines have lowered prices and added routes.

“It’s pretty exciting,” said Dan Mann, the airport’s executive director.

Two airlines, Delta and United, Friday announced new nonstop routes to the New York City area.

But the biggest driver of passenger growth has been lower airfares, Mann said. “People shop for airfares,” he said. “You don’t grow when your airfares aren’t competitive.”

The Midlands business community rallied to improve service at the airport two years ago, when discounter Southwest Airlines said it would begin flying routes in Greenville and Charleston — effectively snubbing Columbia. Concerned that decision could devastate the Midlands’ economy, business leaders tried to lure the low-cost airline to Columbia, holding an aviation summit to work on regional cooperation.

Now, a year after Southwest started flying out the state, Columbia has benefitted from its presence and the regional cooperation that grew out its decision not to come to Columbia, Mann and others said.

“A lot of folks, including me, thought we may lose traffic,” Mann said.

In fact, the airport’s passenger traffic rose 5 percent in the past seven months to 284,717, compared to the same August-through-February period a year earlier — an additional 13,419 people. The biggest spikes came in the first two months of this year, an 8 percent increase in January and a 12 increase percent in February, according to airport statistics.

“We’ve had a lot more leisure fares because airlines have to compete,” Mann said.

Mann did not have recent Department of Transportation figures on ticket prices. A new quarterly report is expected in April.

But he said the airport had more passenger growth in 2011 than the previous five years combined. “The real evidence (of lower prices) is when you see your numbers increase.”

Nationwide, airlines pulled back as they struggled to survive and recover from the Great Recession, Mann said.

But now they are starting to look again for places to grow. “We’re one of the markets where it makes sense to grow capacity,” he said, citing Fort Jackson, the University of South Carolina and the presence of international companies.

Capacity at Columbia Metropolitan particularly is crunched on graduation weekends at Fort Jackson, when family and friends are flying in and soldiers are flying out, he said.

That consistent military demand is one of the draws for airlines looking to expand service here, said Ike McLeese, president and chief executive of the Greater Columbia Chamber of Commerce.

After the Southwest debacle, the chamber was instrumental in organizing regional cooperation, forming the Midstate Alliance, a coalition of area economic development groups.

McLeese said the airport has benefitted from lower fares, more capacity brought in by the airlines and lower costs under Mann’s tenure.

Airlines, particularly Delta, have been responding to increased demand, Mann and McLeese said.

Delta added an extra Detroit flight out of the Columbia last year and Friday said it would add a second nonstop route to New York’s LaGuardia Airport, starting July 11. United Airlines also on Friday said it would begin non-stop service to Newark, N.J., starting Sept. 6.

Both of the routes announced Friday are expected to make connections easier to domestic and international destinations, including Canada, Europe and Asia.

Using United’s Newark flight, for example, a traveler could board a plane at 6:20 a.m. Monday and be in London by 9:20 p.m.

The new flights also could help drive prices down even further, Mann said. “Whenever you have more seats in your market, you’ll get better prices.”

Columbia Metropolitan Airport Review Hosted by MIDSTATE Chambers Coalition

The MIDSTATE Chambers Coalition hosted Midlands area business leaders for a air transport business review at the DoubleTree Inn, Thursday, March 15. Columbia Metropolitan Executive Director Dan Mann provided the group with an overview of last year’s business survey results, accomplishments and goals for the future.  Mann also took the opportunity to promote two new daily flights out of Columbia as outlined in the Columbia Regional Business Report article (listed below).  Bill Swell, MIT Research Engineer, discussed the economics of today’s commercial air transportation challenges.

Airlines add 2 flights out of Columbia to New York City area

Columbia Regional Business Report
Staff Report | Published March 15, 2012

New flights to the New York City area are on the horizon for passengers flying out of Columbia Metropolitan Airport.

Delta Airlines plans to begin a second daily flight to LaGuardia Airport beginning July 11, Dan Mann, airport executive director, said today at an airport summit of the MIDSTATE Chambers Coalition.

On Sept. 6, United Airlines will begin offering flights two days a week to Newark Airport in Newark, N.J., which serves the New York area, added Mann.

Initial plans call for both United and Delta to offer the service on 50-seat regional jets, Mann said. United will be flying twice a week on Monday and Thursday.

Mann also said the Columbia airport appears to be reversing a slide in passenger traffic.

Over the past eight months, the airport has seen an increase in enplanements — the number of people who board an airplane, Mann said.

In January, airport passenger traffic increased to 35,512 compared with 32,579 for the same month in 2011, a 7.9%, increase, according to the airport’s website. February statistics have not been posted, but Mann said enplanements are up 8% for the year.

The airport is trying to turn around a six-year decline in passenger traffic. Last year, 492,458 passengers boarded flights at Columbia. That was just 140 fewer passengers, or .03% less than 2010’s mark.

Another summit speaker, William Swelbar, a research engineer in the Massachusetts Institute of Technology’s International Center for Air Transportation, said the good news for Columbia is that the decline appears to have bottomed out and is trending up.

Columbia has steadily lost passenger traffic since 2005 when 732,625 people boarded planes. That was the year when a low-fare carrier, Independence Air, was still in operation. The airline went out of business in January 2006.

SUPREME COURT UPHOLDS RULING IN FAVOR OF SCHOOL BOARD

McNair client to proceed with expansion plans for high school after long legal battle

McNair Law Firm, P.A., announced today that the South Carolina Supreme Court has ruled in favor of its client, School District Five of Lexington and Richland Counties, after a long legal battle over plans to renovate and expand one of the school district’s most overcrowded high schools. With this ruling, the school district can proceed with a large-scale renovation of Chapin High School, in Chapin, SC, to accommodate up to 1,700 students. Enrollment has more than doubled  since the school was built 40 years ago to accommodate no more than 600 students.

McNair Law Firm shareholder Pam Baker, a member of the firm’s environmental practice group, served as lead attorney representing the school district in the case along with fellow McNair shareholder Liz Crum.

“We are pleased that the school district finally has a clear path for the much-needed expansion of Chapin High, and we are hopeful that this ruling will also serve as precedent in helping businesses in South Carolina that face situations similar to those of Lexington-Richland Five,” said Pam Baker.

In the case, Kim Murphy v. School District Five of Lexington and Richland Counties and the South Carolina Department of Health and Environmental Control, school board member Kim Murphy filed suit to stop the expansion plans, citing environmental concerns over the filling of a stream on the property. Murphy received support from environmental groups seeking to narrow the scope of projects allowed in wetlands and streams. However, the Supreme Court ruled against Murphy’s argument and affirmed a lower-court order upholding the issuance of a Water Quality Certification to the school district for its expansion plans.

In the court’s decision, writing for a unanimous court, Justice Kaye Hearn wrote that “substantial evidence” supports the school district’s assertion that functionality of the stream would not be impaired by plans to fill a portion of it for the expansion. Justice Hearn also noted that the court agreed with the lower court’s findings that no other feasible alternative to the expansion plans existed that would have less adverse results.

Publication reveals industry with nearly $6.7B impact

and 1000+ career opportunities

Report highlights growth opportunities for Columbia insurance technology and services cluster

The Columbia region’s insurance technology and services industry generates more than $4.9 billion in annual sales with a nearly $6.7 billion total annual economic impact for the state of South Carolina. Regional employment in the industry is approximately 15,000, at an average salary of $62,000.

Those are some of the key findings of a study released by iTs|SC, Columbia’s Insurance Technology and Services cluster. The study — led by New Carolina, EngenuitySC, and the Greater Columbia Chamber of Commerce and City of Columbia’s Business in Motion program — is the first effort to quantify the region’s insurance technology and services assets and analyze successes and areas for growth. The report, titled “Insurance Technology and Services South Carolina: A case study on iTs|SC and Columbia’s emerging leadership in the global insurance technology industry” is available on the cluster’s website: www.its-sc.com.

The study revealed a growing industry that is already sizable with a profound impact on the region economically. It has a direct economic impact of $6.7 billion per year in South Carolina, representing roughly 2.5% of the Palmetto State’s gross state product (GSP). A majority of firms reported they either anticipate sales growth over the next year or hiring to fill an estimated 1,200 open positions in Columbia insurance technology and services firms.

The statistics were analyzed and vetted by the City of Columbia’s Office of Economic Development and economist Dr. Joseph Von Nessen of the University of South Carolina’s Darla Moore School of Business.

The study compiles approximately 100 hours of interviews and surveys with 22 companies that are either based in the Columbia region or national firms with established operations in the area.

“Insurance and insurance technology have been an important part of Columbia’s economy for decades,” said Eddie Jones, senior manager of Accenture Software for P&C Insurance and chair of iTs|SC. “The combination of a deep talent pool and a great business climate makes Columbia an ideal location for companies of all sizes – from start-ups to centers of excellence for global corporations.”

iTs|SC is currently working to promote Columbia’s leadership in the industry at a national level. The group will recruit new talent to the area and address the short-term shortage of IT workers in the region.

As part of the results, iTs|SC provides analysis and recommendations in the report on how firms can best collaborate to address these critical short-term and long-term industry-wide needs.

The report comes after iTs|SC successfully recruited Gartner Research, an industry leader in IT research, to host an afternoon session focused on IT modernization in the insurance industry this past summer. The session featured presentations from the area’s firms and iTs|SC members and included an executive panel featuring top leadership from Aflac, BlueCross BlueShield of South Carolina, Duck Creek Technologies (now Accenture), and Seibels. Columbia-based IT-oLogy, a public/private partnership dedicated to growing the IT talent pipeline and advancing the IT profession, hosted the event.
