Work on Richland County’s Penny Tax Transportation Program should kick into gear now that a new program development team has been picked by the Richland County Council.
The group of businesses selected by the council to see the $1 billion program includes ICA Engineering, Brownstone Construction Group and M.B. Kahn Construction Co.
The council’s vote, which occurred at the June 30 meeting, marks the second time a team has been picked.
ICA won the first vote in January, but the council later cancelled the contract, worth an estimated $50 million, after protests were raised that the engineering firm was not headquartered locally even though the Brentwood, Tenn.-based firm has been doing business in Richland County for 30 years.
This time ICA joined with locally headquartered Brownstone and M.B. Kahn to form a program development team.
The development team will be responsible for program management, design review, procurement and contracting support, construction management services, right-of-way services, public involvement, environmental services and permitting.
The penny tax, which went into effect May 2013 after being approved by voters in November 2012, is projected to generate $1.07 billion for some 40 road projects and add 17,000 jobs.
Without a program development team in place, the county has been hamstrung in getting projects under way. In May, the county kicked off a dirt-road paving initiative that’s funded under the penny tax program.
The county plans to pave 29 roads this year and pay for the work with nearly $2.9 million from the penny tax program, plus other supplemental funds.
Proceeds from the penny tax also will be used to help fund public transit.
