Attorney Janice Holmes Accepted into the Leadership Columbia Class of 2015

Established in 1973 by the Greater Columbia Chamber of Commerce, the Leadership Columbia program provides existing and emerging leaders with opportunities to enhance their civic knowledge and network. The program will provide Holmes with insight into community issues, leadership skills, opportunities for community involvement, and access to community leaders to discuss current issues in Columbia.

Holmes is a litigation attorney who practices out of the firm’s Columbia office. Currently, Holmes concentrates her practice on insurance coverage issues, business and commercial litigation, and toxic and mass torts. Her business and commercial practice experience encompasses a wide range of topics. Holmes also has extensive experience in the toxic and mass torts practice area.  She has served as national coordinating counsel for a Fortune 100 company in managing cases involving alleged asbestos exposures in over 30 states. As coordinating counsel, Holmes’ responsibilities included preparing corporate witnesses, developing training programs for local counsel, and working with local counsel to coordinate depositions and trial strategy.

JHS Announces Christopher Dougan as Project Manager

Chris Dougan-SmallChristopher Dougan, CSI, CDT, has joined JHS Architecture Integrated Design as a Project Manager. Chris brings over 15 years of design experience. He is a graduate of Wentworth Institute of Technology in Boston, MA. and a member of CSI and the Columbia Revit Users Group Steering committee. Chris has experience in a wide range of architectural building types including educational, governmental, ecclesiastical, commercial, industrial, municipal, hospitality, recreational design, and historic renovations. He is currently working on the design of the Mount Holly Apartments, Langtree Apartments, Northpoint Boulevard Warehouse, Primal Brewery, Kilted Buffalo Brewery, Climatic Development Customer Service Center Office renovation, Charleston Federal Courthouse Annex (Ceiling Repair), the Billy Graham Library (Vault Addition) and the Cardinal Newman High School.

Dr. Singh graduated from The University of South Carolina in Columbia, SC and received his medical degree, completed his residency, and obtained his certifications and fellowships in Gastroenterology, Hepatology and Clinical Research from USC’s School of Medicine in Charleston, SC.

Richland County Selects Transportation  Penny Project Development Team
County Council unanimously approves ICA/ Brownstone / M.B. Kahn 

richlandRichland County Chairman Norman Jackson is announcing the selection of ICA/Brownstone/M.B. Kahn as the county’s new Program Development Team (PDT). Councilmembers unanimously voted to approve the team on Tuesday, July 15, 2014, during the Regular Session Council Meeting.

ICA/Brownstone/M.B. Kahn  provided Council with a proposal of initial program development tasks and services to initiate the County’s Transportation Penny Sales Tax program.

Chairman Jackson stated that M.B. Kahn will be the contracting entity for the administration of the PDT and 38 percent of the contract’s value will go to Small Local Business Enterprise (SLBE) firms and 32 percent to Disadvantage Business Enterprise (DBE).

The PDT services include:

  • Program management and mobilization
  • Project scoping, estimating, ranking, and delivery plan
  • Project controls implementation
  • Utility coordination manual
  • Right of Way acquisition process
  • Initiation of program public involvement plan
  • Development of procurement processes
  • Development of intersections for design-build packaging
  • County resurfacing scoping and procurement
  • Public involvement to finalize scope for SE Richland Neighborhood Improvement Project
  • Procurement for a dirt road paving contract
  • Construction Engineering and Inspections for two dirt road paving contracts

A notice to proceed for The PDT to begin work is anticipated for July 29, 2014 and the following task will be completed within the first 90 days:

  • Program mobilization
  • Project scoping, estimating, ranking, and delivery plan
  • Project controls implementation
  • Prepare a Utility Coordination Manual
  • Right of Way acquisition process
  • Initiation of program public involvement plan
  • Development of procurement processes

The Transportation Penny Sales Tax went into effect, Wednesday, May 1, 2013. The Transportation Penny will generate more than a billion dollars over the next 22 years. The Transportation Penny will be used to complete major road, bike and pedestrian greenway projects, plus provide over two decades of funding for the bus system and transportation services for the community.To date 39 million dollars has been collected.

Office of Small Business Opportunity
Council approved the addition of a new County Government division entitled Office of Small Business Opportunity. The Office of Small Business Opportunity will manage the county’s SLBE program, the Minority, Women and Disadvantaged Business Enterprise program, the county’s program for business enterprises owned and operated by person with disabilities and the Business Development program. This office will give businesses opportunities to build capacity.
